For over 40 years, MOC, Inc. has been a trusted name in construction and concrete excellence, setting the standard in the industry with a reputation built on quality, safety, and results. Founded in 1982 by Matt Owens, CEO and visionary builder, the company has steadily grown from its early residential projects into a respected leader in commercial, industrial, and infrastructure construction. With a California state license since 1990, Matt has guided MOC through decades of diverse, successful projects.
Throughout our history, MOC has developed a unique depth of experience by working in challenging environments—including complex energy infrastructure and substation projects that demanded the highest levels of safety, precision, and reliability. This foundation has shaped our company culture and continues to guide our work today. As we expand our role in renewable energy, civil, mechanical, and electrical construction, we’re proud to take on projects ranging in size from $500,000 to $20 million, reflecting both our versatility and client confidence.
Our team is the lifeblood of our operations—a family built on the principles of knowledge, expertise, and uncompromising standards. Under the leadership of Matt Owens and Vice President/Co-Founder Jason Maurer, we have taken on projects that others considered impossible, delivering success everywhere from coastal shores to historic national forests.

CEO & Founder
Matt Owens has been in the building business since 1982 and has held a California state license since 1990. MOC has established a well-deserved reputation for quality. With over 30 years of construction and concrete experience, including residential dwellings, commercial, retail, and industrial buildings along with residential and industrial concrete construction.

JASON MAURER
Vice President & Co-Founder
Jason is a serial problem solver. He has built his 19 year career on doing jobs that were said to be impossible — Jobs spanning from coastal shores to historic national forests. Jason and MOC are experts of SWPPP/BMP implementation. Having overseen projects as an estimator, custom designer, Superintendent, and maintenance coordinator…NOTHING is out of reach and no job is too difficult.
